When photography was discovered in 1838, Lebanon was occupied by the Egyptians and ruled by Emir Bashir II Shihab. The country was administratively divided into two muamalates (provinces), the Pashalik of Saïda and the Pashalik of Tripoli, separated by the Maameltein river.

After the Egyptian defeat and the end of the Shihab Emirate in 1842, the territory was divided into two Kaymakamates separated by a new border, the Beirut-Damascus road.

The troubles of 1860 led to the intervention of the European Powers to restore order. They constituted an international commission, headed by the Ottomans, to consider the reorganization of Lebanon. It was decided that Lebanon would become an Ottoman province (Mutesarrifate) enjoying a wide autonomy. Mount Lebanon was divided in seven cazas (administrative districts) and ruled by a mutesarrif, a Christian Ottoman subject directly appointed by the Porte.
